Flange viewed from the top. Closed tail aluminium pop rivets. Pick one grip lenth to long so the tail doesn’t pull through the PVC. I used a clamp to squeeze the bin opening into an ellipse, and present a flatter surface to the flange while I drilled and riveted. Didn’t bother assembling wet with the silicone, as with the six rivets, the flange and bin conform to one another well. The blue ring is adhesive squeezed out from between the flange and 44º elbow that bends down to the collection canister. The fit between the two is not as originally intended,  so with less surface area to bond, I used plenty of adhesive primer and allowed enough time for the adhesive to cure before swinging off it.
